The first beast of Revelation 13 incorporates components of all four beasts of Daniel 7.
The Roman Church grew in power as the Roman government declined. And even when "Christian" emperors came into power, their influence brought about a melding of Catholic and pagan practices rather than adherence to true Christianity.
